The Tempered Lightning Lance was used in the trial quests where you fought Wrathion under the auspices of the August Celestials - it's power was probably depleted in the process. He likely either still has it as a possession or he melted it down and possibly reforged it into the sword he now carries.

did wrathion also gain any superpowers from eating the heart of lei shen? or have they since been used up or w/e
