The Fourth War and staying loyal to Sylvanas in 8.3

Dear community,

I recently came back to WoW and wanted to catch up with the War Campaign and complete the "The Fourth War" achievement.

Currently one of the three parts ("Old Soldier or Most Loyal") to earn the achievement is missing. The Quest Log says I should pick up the Quest "Grim Tidings" which is the quest that upon completion, makes you a Saurfang loyalist. I would like to remain in Sylvanas camp but cannot find how to progress the War Campaign other than following what my quest log suggests.

To become a Sylvanas Loyalist, as per my information, I would have to accept the quest "For the Queen" however, Lady Sylvanas Windrunner, the quest giver, is not at the spot where she used to be.

Is the game forcing me to become Saurfang loyalist by mistake or by design? Is there a way to become Sylvanas loyalist in 8.3?

Thanks Shinrael for your reply! Just to avoid any misunderstanding, does this mean I can safely accept the Grim Tidings quest and still stay loyal to the banshee queen?

Before you take Grim Tidings there should be another dialogue option under the quest (from Zekhan). You have to choose that to remain loyal to Sylvanas it seems.
