I don't know where you live, but where I am you're not legally obliged to move over just because someone puts on their signal. I don't think it would matter though, as it would seem that the behavior displayed would constitute "Obstructing Highway or Other Passageway, Disrupting Meeting or Procession, and Stalking" at minimum under texas' penal code.

The issue isn't that they weren't moving over. The issue is that they were matching speed to prevent the Biden Bus from moving over. The Biden Bus can always speed up or slow down (the latter is a great way to get killed), and the Trump cars would (and likely did but we don't have video from 100% of the time) have matches speed to prevent the Biden Bus from exiting the highway.
Which is basically the definition of obstructing the flow of traffic.
Further, if the Biden Bus had turned on their emergency flashers, then other vehicles are REQUIRED to get out of their way.

That's what it would have been in your hypothetical as you explained it: turn on blinkers, them not moving over. The rest of your post, yes, I agree with. I literally pulled up texas' legal code to show that there was no need to bring a hypothetical into the situation: they were already breaking the law.
