Why is Virginia a Biden win with the disparity? Are most of the remaining counties heavily blue?

Small rural counties tend to vote red. They have few people in them and thus the votes are counted quickly. The big suburban and city counties have lots more people and take longer to count.

Urban/rural is actually a much better predictor of voting patterns than states. States owe most of their red/blue status to the proportion of rural vs urban voters.
