In the span of about 10 seconds, he went from saying that Arizona needs to continue counting the votes (where he is currently behind) to saying that the counting needs to stop in Wisconsin, Michigan, Pennsylvania, Georgia, and North Carolina (where he was leading at the time).

"To close to call" is media speak, not anything official in the election process. North Carolina will count every single vote, and then their Secretary of State will certify whatever number they come up with. Whoever has more votes wins.
Two things complicate that, one is recounts (Where they just count all the votes again), and the other is legal challenges to a certain subset of ballots. Both are almost guaranteed in most or all of these states. Wisconsin is well within the limits of a recount if either side requests it (They will), and both sides have teams of lawyers working to identify any ballot groups that they can legally challenge.
