The VP is the tiebreaking vote when it comes to legislation but I'm not sure when it comes to internal Senate matters. If they are then the Democrats can easily defeat the filbuster with Harris assuming her role as presiding officer of the Senate through the parliamentary procedure or a vote.

Maybe I should have been more specific.

Normal Senate rules require 60 votes but a point of order can override Senate rules. In the context of the discussion, the nuclear option would be invoked where a Senator requests that the 60 rule be temporarily replaced with a simple majority. The presiding officer then either accepts or puts it to vote (reject but functionally the same thing in this case). The Senators vote and it only takes a simple majority to override the presiding officer.

Any Senate rule can be temporarily suspended this way, including the filibuster. Assuming the VP gets a vote in chamber tiebreakers, they can easily defeat the filibuster and override the 60 vote rule all while bathing in Republican tears.
