Why does it seem a bit OP to be able to break a Highlander deck with a 4 mana card? Seeing as not all of them can run a silence?

I wouldn't say it "breaks" Highlander decks. As someone who plays Highlander I've had this played against me a couple of times and all it does it stall for a bit, I ended up winning both times.

it kills decks like no minion mage/druid and singleton decks

I've once faced a res seagul priest where they clogged my deck so hard that I didn't draw anything but birds like 15 times in a row, so it was an easy win for the priest despite having low tempo.
