It has been stated that war campaign, war fronts and islands have been a BFA only feature.
They might reuse some of the assets developed for them (like advanced AI used by opponents in PvE islands) in future content, the same way scenarios from mop have been used since.

Torghast will fill their place. Instead of AP you will do it for legendary items.

Considering they said that we'll only visit the maw very shortly once or twice when leveling, i highly doubt that. It's a max level feature in a max level zone.

I've enjoyed parts of Island Expeditions as well, but it seems that the majority of the feedback has been negative. Torghast seems to be the main feature for Shadowlands (outside of Covenants). The rest is going to be your typical PvE / PvP features.

Make it soloable in SL, no need to bring it to SL

But they've also said that after you've reached max level, new toons will be treated as New Game + and will have additional options, such as choosing the zones they want to play in and immediately being able to pick Covenants and do WQs.

Yeah basically this. You will be able to level your alts through WQs, which I personally think is a great addition that should have been done years ago

Legendaries are gonna be craftable.

Torghast is just the place we gather the crafting material for them.

But the legendaries themselves will be like legion legendaries, just a different method of aquisition.
