Assuming such a place existed (I don't ever recall hearing of a Lightlands) and accepting the assumed proposition that the Lightlands would be polar opposite of the Shadowlands (which seems like a stretch as well), the Lightlands would likely be on the opposite side of the globe (somewhere in the realms west of Kalimdor or East of Eastern Kingdoms). Since Northrend and Pandaria do not occupy opposite poles, they wouldn't meet that condition.
However, given that the entire conjecture seems based on the fact that the words "light" and "shadow" are antonyms and that opposing forces should be literal polar opposites on a globe, I don't think there's really much to discuss here.
Why? Shadowlands = Death, Death is not the opposite of the Light. You're thinking of the Void, which is the actual counterpart of the Light.

The shadowlands are not "physically" above Icecrown Citadel. The Frozen Throne is a place where the barriers between the dimensions are weak, and so what you're seeing in the image is a shattered boundary between two different planes of existence, mirrored for artistic effect and to remind everyone that Symphony of the Night was a fucking amazing game.
The light and void are in the great beyond, they are the 2 primordial forces in which all the others in the chart originated.
Emerald Dream is the opposite of Shadowlands. It may be above Pandaria but it may aswell be above Kalimdor or something else. I think it doesn't have specific location, just like Shadowlands isn't just above Northrend. It just happened that Northrend had more powerful magical connection to Shadowlands.
I don't think that the Shadowlands are above ICC but, rather, that this particular gateway to the Shadowlands is above ICC. Tear down ICC, remove all of the undead from the area, and turn it into a lovely tundra and you might not even be able to open that gateway from there again.
The Shadowlands is another plane of existence -- it likely isn't above, below, or beside any place in the mortal universe.

Firstly, there are no Lightlands, or if there are, they're not the opposite of Shadowlands. Shadowlands are the realm of death. Their opposite is the Emerald Dream, the embodiment of Life.
Icecrown happens to have a special connection to the Shadowlands, which we don't yet fully understand. There was a weak point there, which Sylvanas broke down by shattering the Helm of Domination. The Jailer had apparently been working to break down the barrier for many years before the events of Shadowlands. Shadowlands isn't above Northrend, that's just where reality was shattered.
I believe we go straight to the Maw on arrival, correct? And if that's true, then the light we see in the image is probably Oribos.
I think these "Lightlands"are actually the waking world. There is no "heaven " zone in Warcraft, our reality is the heaven /light zone of this universe.
Warcraft, like Diablo and many blizzard stuff are Hell-centric, demon centric - not heaven centric, which is why angels play such small to zero role and their incarnations are far more associated with places like shadowlands (a type of afterlife or hades/hell - where not all areas are agonising punishment)

That isn't how planes of existence work.
The Shadowlands are not "above ICC", there's just a rift above ICC that leads into the Shadowlands.

ED is not exactly the opposite of the Shadowlands. SL existed forever, at least since the beginning of mortal life in the Universe. The Titans built the Emerald Dream specifically as a dimension where they could interface with Azeroth's titan consciousness. It is literally the planet's dream, made into a traversable and populated dimension by the Titans.

If Lightlands is a thing, it wouldn't be the opposite of Shadowlands, as the opposite already exists and it's The Emerald Dream.
