Make quests doable based on proximity and not on group status (party / raid)

I think it would be a great change to allow the completion of quests even while in a raid group, as long as there are not more than 4 other people in your close proximity instead of outright disabling it, the moment raid group gets turned on.
If you ever pugged as a DPS you know how long it can take before your group is full - sometimes multiple hours. Why am I not allowed to do WQs on Zandalar, while my party assembles at Boralus?

I am guessing it is a tech issue. The queuing, WQ etc all came along after raid groups.

They probably have more important things in the list.
