    NSA is under the State department, dealing primarily with spycraft and foreign threats.

    FBI is under the Justice department, they are just federal cops.

    For the NSA to be involved, these would have to be domestic groups with foreign backing.

    The NSA falls under the DoD, and their guidance and restrictions comes from them.

    But yes, the NSA would have no real handling of a domestic terror group, or even random posters calling for violence (assuming they are American). That falls to the FBI.

    Literally any case where one human being is responsible for the death of another human being is a "homicide". If a mass shooter is gunning down schoolchildren, and a police officer shoots him mid-spree, that's a "homicide". It says nothing at all about whether the killing is justified or not; it simply refers to the fact that the cause of death was the action of another.

    I think I said it on the day he died, that these cops just straight up executed him so that he could never tell his side of the story. Not that his side of the story could justify how he shot the Patriot Prayer dude unless the PP guy maced first (which is hard to determine in any of the video I've seen). It was fishy from the beginning.

    He gave his side of the story in an interview with Vice, the terrorist thought he was the start of another civil war. PP guy also never maced him, the mace was discharged because he punctured the canister with his bullet.
