I think that more Overwatch heroes will happend, since people wants badly Reinhardt or Winston. I'm not sure about McCree, Widowmaker and Mercy. And who the hell is Hot Pot?

Oh, it's definitely just a matter of time, provided upper manglement don't interfere negatively again. Just saying that other references have been in the game for years without anything ever coming of it.
