I don't think Blizz has a goal in mind other than a cinematic where Arthas returns and kills Sylvanas. It doesn't matter if the plot really makes no sense en route to that cinematic.

I wonder if Slyvanas wants to overflow the maw and disrupt the shadowlands so much that it causes a sort of reset.

Ultimately restoring all those that died to come back? Maybe even restore her and the forsaken back to life?

She's only been at it for 1-2 years. Doing that would probably take centuries or millenia.

It's not a realistic short-term goal, at the very least.
