Mother of 19yr-old fatally shot in CHOP zone files wrongful-death claim against city

The mother of a 19-year-old Seattle man fatally shot last month in the Capitol Hill Organized Protest (CHOP) zone filed a wrongful-death claim against the city of Seattle on Monday, alleging city officials created a dangerous environment by allowing protesters to occupy six city blocks and that police and fire officials failed to protect or medically assist her son.

The city has 60 days to respond to the claim before a federal lawsuit can be filed, according to attorneys representing Donnitta Sinclair Martin, the mother of Lorenzo Anderson. Anderson was shot multiple times early on June 20 at 10th Avenue and East Pine Street, near a boundary of the CHOP zone before it was cleared by police on July 1.

Anderson and a 33-year-old man, who was critically injured, were shot that Saturday and were transported in private vehicles to Seattle’s Harborview Medical Center by volunteer medics. At the time, demonstrators had largely blocked off law enforcement access to the CHOP area amid demands for racial justice and calls to defund the Seattle Police Department (SPD).

Anderson, who had just graduated the day before from Seattle’s Interagency Academy, was pronounced dead at Harborview. A suspect has not been arrested.

so very sad. this death was before the death of the 16 year old boy in CHOP.

The person killed during a shooting in Seattle’s Capitol Hill Organized Protest zone early Monday was a 16-year-old boy, police said.

Witnesses said they had spotted a white Jeep Cherokee SUV, near one of the makeshift barriers around the protest zone, just before gunfire erupted at around 3 a.m., according to Seattle Police.

Callers to 911 reported several people firing into the vehicle.
    ....
It appeared the crime scene was tampered with following the shooting, cops said.

“Our homicide detectives searched the Jeep for evidence but there wasn’t much we could find,” Seattle Police Chief Carmen Best said.

“It’s abundantly clear to our detectives that people had been in and out of the car after the shooting.”

Detectives are relying on witnesses to figure out what happened, but Best said that, as with the other shootings in the area, “people are not being cooperative with our requests for help.”

The violence occurred just over a week after another shooting in the zone, dubbed CHOP, left a 19-year-old man dead and a 33-year-old man wounded.
it shouldn't have taken so long to shut down CHOP.

    An entirely avoidable tragedy.

Except this happened near not in the zone, it's not in dispute that police actively stopped 'medics' (I assume that means Seattle has a fused ambulance service) from attending the scene and ultimately he was given first aid and driven to the hospital by medics affiliated with the protest.
Tonight for me is a special day. I want to go outside of the house of the girl I like with a gasoline barrel and write her name on the road and set it on fire and tell her to get out too see it (is this illegal)?

Oh yes, ignore the fact that armed militants took over a section of town and MURDERED people just for getting too close... yeah, it's definitely the cops telling medics they have no backup so going in is a surefire way to getting robbed, then having some dumb junkie OD'ing on their conscience should they survive the trip into a place held by armed militants desperate to hide the truth of who they just murdered.

Allowing there to be a lawless zone was certainly a silly, stupid, and dangerous idea. A city couldn't ask for a better way of increasing its legal liability.

Except again all the evidence suggests he was shot outside of the zone by people from outside the zone, you can write all the fanfiction you want but at the end of the day the evidence available right now suggests police stopped the city medics attending a scene of a shooting in an area still under their control.

From the linked articles there’s is nothing at all pointing to armed militants taking over a section on town and Nothing at all points to people being murdered for getting to close.

It’s the right of the American people to protest and to own fire arms doing either doesn’t make them armed militants and what your pushing doesn’t seem to have any basis in reality.

here's a timeline about the shootings in CHOP:

    June 7th:
    https://www.seattletimes.com/seattle...-protest-zone/
    https://archive.is/e1Wi6
Seattle police homicide and assault detectives are investigating an early morning shooting in the Capitol Hill protest zone known as CHOP that left one person dead and another in critical condition.

Seattle police said a 19-year-old man was pronounced dead at Harborview Medical Center. A second man, age 33, suffered life-threatening injuries. Police have not identified the victims.
    .....
Late Saturday, the department released security video from cameras overlooking Cal Anderson Park that recorded a rapid volley of gunfire, and then people running.

The roughly six-block area has been a gathering point for demonstrators protesting police violence against Black people and has received widespread attention since its early days when it was known as CHAZ, for Capitol Hill Autonomous Zone. The area has since been renamed CHOP, an acronym for Capitol Hill Occupied Protest.

The Seattle Police Department abandoned its East Precinct, about two blocks from where the shootings occurred, on June 8 after days of violent confrontations with thousands of protesters that began downtown following the death of George Floyd in Minnesota on May 25.
    ......
Seattle police in a post Saturday on its blotter said officers attempted to respond to a report of shots fired inside the protest zone, but the officers “were met by a violent crowd that prevented officers safe access to the victims.”

Late Saturday, the department posted body camera video from an unidentified officers who was among the incursion team sent into CHOP to try to secure an area around the victim so Seattle Fire Department medics could enter. SFD said it’s policy is to not send firefighters into potentially violent situations without police protection.
    June 20

    https://archive.is/ohrlx
A shooting on Capitol Hill early Saturday left one teenager dead, another person critically injured and raised new questions about the city’s capacity to provide emergency and medical services to the protest zone that has taken over the heart of the neighborhood for the last 12 days.
    .....
In a Facebook video, capturing the scene, the person filming describes a confrontation on 10th Avenue and says he saw someone with a “12-inch” knife. People begin to flee and moments later at least seven shots can be heard, fired in under three seconds

The first 911 calls came in at 2:19 a.m., according to a timeline put together by the fire department. When fire department medics arrived at the shooting site at 10th Avenue and East Pine Street, they waited a block away for police to arrive to ensure the safety of the area, officials said.
    .....

Body camera video released by police Saturday shows yelling protesters, many using profanities and several coming right up to the marching officers, as an officer says into a bullhorn, “Please move out of the way so we can get to the victim! All we want to do is get to the victim!”

Protesters can be heard shouting at the officers to “put your guns down!”

At one point, a group of protesters formed a human chain to try to stop other protesters from following the retreating police.
    .....
Councilmember Kshama Sawant, in a prepared statement, said there are “indications that this may have been a right-wing attack,” but offered no evidence and did not respond to follow up questions. She called for “immediate solidarity with the protest at the CHOP.”

(CNN) — A 17-year-old boy was shot late Sunday inside the area of Seattle referred to as the Capitol Hill Organized Protest (CHOP) or Capitol Hill Autonomous Zone (CHAZ), according to city police.
The shooting took place around 10 p.m. Sunday, police said, when demonstrators were marching from the CHOP to downtown Seattle. The teen was taken to a Harborview Medical Center with a gunshot wound to the arm, police said, but he declined to speak with investigators.
He was released from the hospital after treatment.
There were reports of a second victim, but police were unable to confirm if it was true.

Sunday's incident is the second consecutive day a shooting was reported in or near the CHOP. A 19-year-old man was fatally shot Saturday and another sustained life-threatening injuries, police said. The suspect remains at large.

Also on Tuesday police were investigating the third shooting incident near a neighborhood protest zone in Seattle that has been occupied since a police station was largely abandoned after clashes with demonstrators over a week ago.
    ..
Early Tuesday, the latest shooting left a man in his 30s wounded in the Capitol Hill neighborhood east of downtown. His injuries were not life-threatening.
    ..
Lorenzo Anderson, 19, was killed Saturday and the condition of a 33-year-old man shot around the same time was upgraded Monday to satisfactory. A 17-year-old boy was shot in the arm Sunday night near the area. He was treated at a hospital and released.

Police said the latest victim refused to provide any information about the shooting or a suspect description.

A 16-year-old boy was killed and a 14-year-old boy was wounded early Monday morning when they were shot at 12th Avenue and East Pike Street in the protest area known as CHOP, in Seattle’s Capitol Hill neighborhood.
    ....
Monday’s fatal shooting also raised concerns from protesters and Black clergy members alike about the city’s response to the protest zone, with debates about what should be done next erupting later in the morning near the scene.
    ....
Harborview Medical Center spokesperson Susan Gregg said two people were brought in with gunshot wounds Monday morning, with one arriving in a private vehicle around 3:15 a.m. and the other brought in by Seattle Fire Department medics about 15 minutes later.

As of 5:40 a.m. Monday, the 16-year-old had died and the 14-year-old was in critical condition, according to Gregg. By 7 a.m. Tuesday, the younger boy had improved to serious condition, but he remained in Harborview’s intensive care unit.
    ....
“Two African American men are dead, at a place where they claim to be working for Black Lives Matter. But they’re gone, they’re dead now,” Best said, referring to Monday’s slaying as well as the June 20 fatal shooting of Anderson. (Seattle police initially said the person who was killed Monday was an adult, but later corrected that to 16 years old.)
    ....
Regarding the latest shooting, police said the two teens were “presumably” the occupants of a white Jeep Cherokee SUV into which “several unidentified people” had fired shots. No suspects were in custody Monday.

“Detectives searched the Jeep for evidence, but it was clear the crime scene had been disturbed,” police said on their blotter.

Surveillance footage showing the East Precinct building at East Pine Street and 12th Avenue shows a frenzied scene as gunshots rang out Monday morning.

“Everyone who’s not armed out here, I need them on the ground,” a voice shouts.

Moments later, a gunshot can be heard and people scatter. Then, two more shots can be heard before a vehicle — apparently the white Jeep — appears to collide with a barrier or a portable toilet on 12th Avenue. The vehicle appears to back up, as six more gunshots can be heard, and then moves forward, appearing to crash again. About 10 more gunshots followed soon after.
    ......
“I saw two young men lying on the ground,” River said. “They were covered in blood. I had never seen anything like that.”

River said he drove one of the victims to an ambulance outside the protest area, but as the car approached, the ambulance drove away. River said he and others got out of the car to chase down the ambulance before they got to a staging location and emergency responders took over.

    “I was broken,” River said.

The Seattle Fire Department said in an email with “preliminary information” that the ambulance crew perceived the car pursuing them “as a threat.”

Seattle Fire Department spokesperson Kristin Tinsley said in an email that while two ambulances dispatched from Harborview Medical Center were on their way to a staging location outside the protest area they “encountered a Nissan Pathfinder driving erratically towards them with someone riding on top of the vehicle.”
    ....
When clergy members and Andrè Taylor of Not This Time! arrived to speak to protesters and press near the site of Monday’s shooting, a visibly upset protester asked the Rev. Lawrence Willis, president of the United Black Christian Clergy, to pray over the vehicle that still bore bloodstains.

“Enough killing is enough,” Willis prayed. “We have to stop this. In the name of Jesus, cover these young people. Because they’re hurting, they’re mad, they’re upset. So Lord, do your work right now.”

Willis said it was the city’s responsibility to put an end to the “lawlessness” at CHOP. The pastor said he wanted police to return to the East Precinct.

“They’re hurting, we’re hurting. It’s got to stop,” Willis said. “[The city] needs to make a decision on how they’re going to do it because that’s what they get paid for.

“We have to do these funerals of these young men, and we’re tired of it,” he continued.

Demonstrators took issue with the message from clergy and Taylor, whose brother was killed by Seattle police in 2016. Protesters with bullhorns started chanting “Black lives matter” as Taylor and clergy members spoke.
    ....
Some Seattle City Council members rejected the idea Monday that the latest shootings at the CHOP were caused by the demonstration.

Councilmember Kshama Sawant said during a council briefing the shooting “highlights the urgency to address the endemic violence in our society under capitalism.”
According to Marty Jackson, a volunteer medic in the CHOP, he heard gunshots while he was in his tent early Monday morning. He initially thought the sounds were fireworks, but soon concluded that something else was going on. He left the tent and eventually witnessed a white SUV driving extremely fast through Cal Anderson Park. The vehicle did not hit anyone.

After the car drove out-of-sight, Jackson said he heard more gunshots near the East Precinct at 12th and Pine. The sounds were followed by calls for medics. When he arrived on scene,he found two gunshot victims. Others were tending to a person with wounds; it appeared to him that person was going to be OK. But the other person was shot in the head, he says.

"And so when I arrived up there, I see the guy that got shot in the head and I started doing, you know, medical work on him," Jackson said, noting that other medics said the man with a head wound was not in critical condition. ".... The guy that I'm working on got shot in the face twice -- once in temple, once in the jaw. Probably four or five times in the arm and then once on the side."
    .....

Jackson said he recognized the shooting victims; they had hung around the CHOP over previous nights. He also said the CHOP's security are the ones who fired on the SUV after it crashed into a concrete barrier.

At the end of the incident, Jackson estimates that about 300 rounds were fired in the CHOP over Monday morning.

Jackson said that, in his perspective, people should stop coming to the CHOP.

"Because now it's like pretty much an active war zone. Now you have security and medical always looking around waiting to see the next .... I don't think we're gonna stop here. Like tonight, we may have another one. Because for some reason, the first night (we had a shooting), we had two shot and then the following night, one person got shot. So I feel like it's probably going to be a pattern."

The protesters, left to their own devices, became their own security force, their own informal news network, their own high-drama city council, and their own healers.
    ....
Organizers first gathered people to the center of the intersection on 12th and Pine and encouraged the crowd to keep the peace. They warned the group of rumors of Proud Boys planning to burn down the precinct and then blame protesters, and vowed not to give the cops any excuse to don riot gear again. "They gave us this precinct, and we’re not going to destroy this motherfucker,” one speaker said.
    ....
As the night progressed, rumors of armed Proud Boys and white supremacists continued to dominate conversations. Groups remained vigilant, with warnings given by people speaking on a sound system set up outside the East Precinct.
    ....
At one point, a small group of demonstrators appeared to kick out Q13 reporter Brandi Kruse and her team, with some calling the Fox affiliate “Fox News,” and others claiming they were reporting fake news. Some called Kruse “Karen” (more on the Karen meme here) followed up by “we’re not violent, we’re peaceful.” It was less of an expulsion and more of a suspension, as the team made its way back to the area and ended up taking shelter in the fire station on Pine and 13th, according to journalist Elizabeth Turnbull, who caught the incident on Twitter.
    ....
Around 10:30 pm, Councilmember Kshama Sawant showed up to speak in front of a crowd of a couple hundred. After calling their advancement up to the precinct a “victory” and asking for demonstrators to join her for a public meeting tomorrow in Cal Anderson, she said that her office plans to introduce legislation to defund the police by 50 percent.

It was here that the conversation began to quickly unspool. The emcees—mostly Black men—began to take issue with Sawant’s politicking, saying that 50 percent isn’t 100 percent, pressing her about “what side she’s on.” Sawant said that she couldn’t provide a one-word answer for how to abolish police within a capitalist society, and argued that anyone who said they could was bullshitting.
    ....
Rain started falling at midnight. The threat of menacing Proud Boys had not materialized on the ground, though the Puget Sound John Brown Gun Club showed up ready to defend, armed with guns
Protesters on the ground have reportedly begun disabling security cameras in the area and are preparing for the long-haul. Members of the Puget Sound John Brown Gun Club, a self-described “anti-fascist, anti-racist, pro-worker community defense organization,” have also been seen open-carrying rifles in the zone.
On Thursday afternoon a volunteer medic from the Capitol Hill Organized Protest intervened in a sexual assault occurring inside a tent in Cal Anderson park, stopping the situation from escalating any further, according to a police report of the incident.

The victim, signing through an ASL interpreter, told police a man "lured" her into the tent with an offer of food. While inside, he "started to hold her arms and touch her, kissing her face in the process," according to the report. She tried to sign, "Do not touch," but then he pulled her onto the bed while covering her mouth and telling her not to scream, got on top of her, grabbed her breast and buttocks, and tried to take off her clothes.

    .....

In another CHOP-related case, the court found cause today to hold Isaiah Willoughby for an arson and reckless burning investigation. The judge set bail at $30,000. Cops think Willoughby was the guy who set a fire early last Friday morning near the East Precinct, which CHOP sentinels have been guarding since police more or less abandoned the building early last week. CHOP residents rushed to extinguish the blaze seconds after the fire was lit and were successful in their efforts.

In the report, police say Willoughby told a relative he set the fire, and that relative called the cops.

The court also filed charges against Richard Hanks on a number of felonies, including a burglary and assault case that happened last Sunday at Car Tender, a mechanic shop just outside the CHOP. In addition to breaking into the business and attempting to light a fire on a desk, prosecutors now claim Hanks "attacked the business owners" with a "spike" knife and a box cutter.

According to CHS Blog's read of the police report, a crowd of protesters gathered outside Car Tender and knocked down the chainlink fence after the owners detained Hanks. They eventually handed him over to the protesters, who searched him for the stolen goods. One of the protesters then allegedly assaulted Hanks, and he escaped in the chaos that followed.

In a June 16 blog post, a spokesperson for Mayor Jenny Durkan's office said SPD will limit its response in the CHOP to "significant life-safety issues," including "an active shooter incident, an assault, a structure fire, significant medical emergency (i.e. heart attack, stroke, trauma) and other incidents that threaten a person’s life safety." That leaves residents to handle most security issues on their own.
    https://www.cnn.com/2020/06/24/us/se...ing/index.html
    https://archive.is/u4FEb
Hip-Hop artist and de facto CHOP leader Raz Simone acknowledged that the protesters have drawn attention from critics.
"The protesters of CHAZ have targets on their backs, and that is an issue," Simone told CNN. "A lot of peaceful protesters are being harmed, so it's sad that's where we're at in America."
As a result, Simone said "a lot of people are going to leave -- a lot of people already left."
Mayor Jenny Durkan said Monday that "it's time for people to go home," as she announced that her office would be working to get protesters to clear the area.
Seattle community leader Andre Taylor, who has been tasked by Durkan to try to get people to leave peacefully, said Wednesday the original motivation for CHOP was lost after the violence. He told CNN that from his point of view, CHOP is over.
"It is over because of the violence," Taylor told CNN, adding, "I've told people here don't be focused on the location. CHOP is not a location, it is an idea."

a young man was accused of stealing a phone from another protester. A crowd quickly surrounded him and tried to interrogate him, with one individual brandishing a baseball bat in the man's face. The accused thief was clearly frightened and explained he did not steal anything, to which the crowd asked why did he run away.
    https://twitter.com/TheWholeStory6/s...59706709610496
One of the security personal setup by Raz Simone got physical with a tagger who was spray painting a wall. Which also resulted in an alleged assault of a streamer who recorded the interaction who initially was trying to get the tagger to stop peacefully.
i'm getting pretty tired. but CHOP was just chaos. its done more harm to tarnish the movement than anyone could have thought possible.

You're against the 2nd amendment and the right to protest? You're a communist?

There's no constitutional right to take over a 6 block radius of the city. You may have missed that part when reading the constitution. Peaceful protests are fine, but obstructing the police and medical staff from securing an area and attending to the victim was on them. I would expect the other 4 or so shooting victims should also sue the city, and bring the idiot mayor on charges for failing to protect her own citizens.

Is this where the Trumpers come to claim how evil and inept the Democrats are while ignoring the fact that Trumps mismanagement and nepotism has cost almost 150k lives needlessly?

    Yup, thought so.

Hey, from my perspective the whole of the US is a chaotic lawless place, where people are shot daily, so... do you want someone to shut that down too?

Yeah, but this can be used by the far right to score "points", so they'll use it for it has. But ignore all the innocent people the police killed/harmed!

If anybody, not on the far right/white, actually tried to take over anything in the US they would be dead within hours.

From Seattle here... they ran documentaries and had kids running around. Trump super pacs even needed to use pictures from the Ukraine revolution, because what’s happening in Seattle and Portland are not enough to scare you people. So... when you say it did more than anyone could think possible... it wasn’t enough for Trump and his ilk to ignore 150000 dead Americans.

Although, Trump administration is working hard to prevent corporate liability as a result of covid, so don’t worry... none of those 150000 will result in successful lawsuits, if Trump can have his way... but, do go on... listen to people who post images from Ukraine as if it’s Portland, reality won’t scare you as much as they need... which according to your logic, is more than anyone thought possible.

It’s where we celebrate Trump’s work on making sure corporations are not liable during covid. Try to sue our wonderful corporate now, libtards!

    Yup, thought so.
Is this were the far left comes in to try to change the topic away from the Democrats ineptness and failure to proetect it citizens to try to make it about Trump instead?.

Thought so. This thread is not about Trump. This is about the City of Seattle and the inept democrats "leading" it.

Protect citizens from Trump’s storm troopers? No, the cities were doing just fine... until Trump stopped inspecting bunkers and started using the US military, as a toadstool extender. For fuck’s sake, there were kids running around CHAZ, people in Seattle were no afraid. This was not something that people in the area, were as fearful as you are being.

Again, 150000 dead... failure to protect citizens?

No, it is about Trump’s rhetoric, leading to medical care being blocked from reaching the victim. You know, just how Trump’s “liberate” tweets caused rioters to attack medical professionals?

Do you want to discuss how Trump’s “liberate” tweets caused rioters, to attack government buildings and nurses? Do you want to talk about Australia, investigating Trump’s attack on protestors, for a photo op... which turned out to be an Australian TV crew?

No buddy... if Trump’s ilk didn’t use pictures from a civil war in Ukraine, to scare you in to believing that ignoring 150000 dead is justified in worrying about Open Up rioters... sorry wrong rioters...

@rrayy any comment on Trump leading rioters to attack government and nurses in his “Liberate” tweets? Trump really needed to push riots, that were demanding we ignore covid? He needed to lead riots, that were demanding more Americans get ill and die?
