How does the seasonal reward progression work?

Pretty much as the title states.

I never PvPed seriously, especially not rated. But I like that white skeletal horse that's currently on offer so I figure why not.

I'm currently on 17% on my DK and I'm pretty sure that these mounts are still character bound, until Shadowlands hit. So when I log onto any other alt I see the 17% on them as well. Does that mean I could do 99% on my DK and then finish it up on my DH?
