Is there a way to automatically switch from Fireball to Scorch if the boss is <30% with a macro?

No, there isn't. Possibly with an addon as well, changing the macro for you, but I don't know of any like that.

What about a macro that can only cast Scorch if the boss is below 30%?
like
/cast scorch if target <30%

Macros don't work that way. Just get a Weakaura or something that blinks around and honks when a target crosses the threshold. Not that hard to train yourself to do that.
