Thats actually pretty tough. I'd have to say either Cassandra Cain or Catwoman. I really liked Stephanie Brown as Batgirl though.

the lusting over comic book characters is kind of off putting but whatever,
Raven is pretty interesting with the whole demon father thing that raped her mother and wants to destroy planets. Thats a bit different. Plus her power set is great for animation and can do alot with her powers.
I like the interactions between superman and supergirl as well when shes the out of the control and possibly even stronger version of superman and they have a brother and sister dynamic going on while shes tearing shit up.
Another mention for oracle because wheelchair tech genius is coolComes a time when we all gotta die...even kings.

Silk Spectre II, is my favorite of the expanded DC catalog. But Catwoman always been my jam since the Adam West days.

From the DC Universe my favorite is Zatanna Zatara, due to the Hellblazer/Sandman/Books of Magic series.
In terms of sex appeal as a Kid reading comics?...
