According to worldofwargraphs, the highest spec representation in PvP above 1800+ rating is Survival with 2.1% population, and among those Survival hunters above 1800+ rating, 32.2% are Orc (the next closest Horde representation is Blood Elf at 7.4%). It was last updated nearly a year ago, so take that with a grain of salt.

Orc by far. All these people that went from orc to maghar actually hurt themselves

Orc, followed by undead. Goblin/zandalari are ...ok. Everything else kind of sucks.
