On PTR the new gear costs honor points, but marks are still used for old tmog stuff.

The normal ones are, however the HQ models used in Warfronts and the HQ models for ranked are not sold by npc. Originally Posted by rogueMatthias
Unlike previous expansions the conquest bar models are the same as the random drop models so there are only 2 tiers vs 3
