The Haunting of Bly Manor came across to me as more of a gothic horror/romance series as opposed to the more visceral and contemporary The Haunting of Hill House, not that that's a bad thing but if you're expecting more of the same coming from Hill House you're likely to be confused and/or let down. Bly Manor's scares are neither as up-front or abundant as its predecessor, but they are definitely there, as is a lot of atmospheric dread and existential horror when it comes to its themes. I would definitely recommend it as a show to watch, but I'd agree its a bit of a step down from Hill House in terms of its overall horror quotient. It's a quieter story, more contemplative and introspective, but it's a riveting tale nonetheless.
