It has been xmoggable for a long time, but only if you earn a certain rank in RBGs (I think 1800 or 2000 rating) and then you buy the replica version of the gear from a vendor in Netherstorm

You need the lieutenant commander title you get from 1800 RBG. Then you can transmog the old sets.

You can mog them, you just need 1.8k RBG rating on a class that can equip what you want to mog. So if you get 1.8k on a single priest, then all priests on your account can use both faction's mog and warriors on your account can mog the staff if they want to. It's a weird system but hey.

You can also use them if you got one of the old PVP ranks, I think rank 10+
