They EXTREMELY OBVIOUSLY gave him an empty title so they could claim they aren't racist because they have One Black Friend (TM).

As for why he's in the group at all - that's actually common in hate groups. Some people who are targets of those hate groups delude themselves into believing they can fit in because they're "not like the others" - homosexuals, women, racial minorities, etc. The hate groups in turn find them useful in their rhetoric, in order to gaslight and confuse their enemies.

Once they gain enough power, they no longer have any use for them and generally have them wiped out.
