There are other kingdoms, but the Eternal Ones are unique only to these kingdoms, because they are the main kingdoms.
There are an infinity of realms within the Shadowlands, all of them custom-tailored afterlives for any number of beings who have existed throughout the Warcraft universe's history. The Covenant realms of the Shadowlands are more like capitols, so to speak - all of them perform a critical function for the ecosystem of Death. Bastion is the source of Kyrians, the psychopomps who shepherd souls to Oribos to be judged by the Arbiter. Maldraxxus defends the Shadowlands (all of it) from incursions from other planes of reality such as the Void. Ardenweald serves as the reincarnation hub for demigod and wild god spirits, and is also a critical part of the locking mechanism for the Maw (in its form as the Heart of the Forest). Revendreth is a realm where souls are sent to be rehabilitated and given another chance at judgment to another realm. The Eternal Ones dwell in their capitol realms, overseeing the rest of the Shadowlands dependent on their roles.

I think you misunderstand. Yes, the Kyrian will defend themselves from attack - in fact, they are well-trained and equipped to do so, for their journeys of soul transporting takes them to all manner of strange realms.
But it is the Necrolords who are the army of the Shadowlands. It is their job to defend all of it. We do not know why there are no Necrolords in the Void flashbacks, perhaps the Void struck too fast or perhaps it was simply not the part of the battle we were shown.
Yet as mentioned later the Void invaded Bastion and there's no mention of Maldraxxus fighting them off.
Also the Light invaded Revendreth but again there's no mention that Maldraxxus fought them off their either.
Basically I'm saying the Eternal Army is pretty bad at its job.
My biggest take on the four realms we enter is that they are closer to playgrounds of the four primary beings in each and each has a non-agression pact in play with the other three realms. While they may certainly have specific "jobs" only two of the realms really care about doing it and even then it's actually kinda under duress.
Just look at how it was teeth pulling to save the spirit of Ysera and how Bastion is pretty much under the tyrannical edict of their leader to absolve all memories both happy and sad despite the fact that if they'd just let a few thousand years go by before putting a Kyrian in the field that they'd then be able to achieve their neutrality.
I'm not saying that the Necrolords did a great job in any specific scenario like the one in Bastion, just that that is their mandate in the lore. There are epitaphs in Maldraxxus that speak of Necrolord soldiers who died fighting the Void, so perhaps the Bastion incursion was one movement in a greater war (where Maldraxxus was involved in fighting elsewhere), or perhaps it wasn't large enough that they felt their intervention was necessary. The invasion in Revendreth was actually prompted by Sire Denathrius himself, in "retaliation for dark magic and experiments" done at Sinfall, and may not have been an instance where the Necrolords felt intervention was warranted.

Let's be frank, maybe. The infinite realms is grandiose speech dependent on the Arbiter's functional ability to apparently be able to conjure up a realm at moment's whim and we can neither see said ability in action atm or it's result in the form of the other infinite realms in any capacity. It could all be Eternal One propaganda for all we know. At most there may be one other crafting themed realm if it's not just intended to be a joke/easter egg.

Also, new realms are being created all of the time. In one of the recent interviews the developers said that new realms are created in response to the purpose it should serve. They also said that we would potentially be exploring new realms in future patches.
If that is the case, it's interesting to know why afterlives exist for certain souls. It opens the door for realms that maybe serve as an afterlife for certain religions/belief systems, or realms like the Halls of Valor for the "noble" and "valorous" souls, or maybe even other hell-like realms similar to the Maw.
My point was that more than anything while there is considered a specific "role" for each of the zones that role is completely secondary to the will of the regent of each zone.
So yes, Necrolords are supposed to be there defending, but without marching orders they are happier fighting amongst themselves in a quest for constant improvement. The harvesters of Revendreath have specifically shown that the most important thing to the majority of their realm is loyalty to Denathrias rather than the purification of souls by harvesting their sin. Bastion purifies memories away in a process of conflict that could be better resolved through meditation over millennia - an amount of time they totally have available to themselves. Ardenweald has shown that the queen directly decides the fate of not only the many but the few.
They are each absolute rulers and while they may have a mandate as a whole those mandates matter little in comparison to their personal desires.

Ember ward is the area where the Naaru attack came down, it hit Sinfall where the ancient fortress was able to withstand the blast.
Yes they attacked because Denathrius was doing dark and terrible experiments, but this is where you get into things like whether or not the "Light" is actually good.
I mean the Venthyr literally torture souls in a wide variety of manners to not only remove Anima from them but to also purify and teach them of the consequence of their actions in life. So just like you, I hope, would stop someone if they were burning a child with cigarettes because the kid spilled their milk so too did the Naaru show up to blast the Venthyr.
The problem is that it was less the Cigarette thing and more the go get a rag and clean it up. The problem is one of scale, since for the Venthyr they are discipling those who say were so prideful that they thought they could do no wrong and got their town destroyed, that's not punished by just sending someone to their room.
Comes down to an opposite of the old saying "justice without mercy is vengeance." So in this case it's a question of does forgiveness require penance, even if the penance must be forced upon the perpetrator?
