They have, we just refuse to discuss the Elwynn Buildings and Living World because it's not Dragons.

Everything has been said that can be said. "Living World" is too vague to warrant any truly deep discussion (and I would always caution against reading too much lore from the technical side), and building updates are... building updates. It could mean any number of things, but it's probably immaterial. I would personally wager it's just a case study or training task to get new hires on brand with the art bible.

They’ve been slowly updating the old world for a while now

I am 100% convinced that it’s for a reason though because remember “kara 2: electric boogaloo” that was just a little passion project of a dev just like Uther’s tomb which were both used in legion.

I think anything surrounding the zones connected to Stormwind like westfall and elwyn are connected to the return of the scarlet crusade who we know meet in elwyn forest because of the flyers we found

humanoid shape, just have the bandages under the armor.
Or if you want to make for a cooler concept, remove the bandages and have some energy connecting armor pieces together, but there would still be a base invisible humanoid model everything wraps around
