I think the difference is that Demon Hunters were a unique class first, the race customization was a bonus.
For a dragon class, the main appeal is being a dragon. The class half of it is much harder to define as something distinct.
Blue Dragons are almost literally just mages.
Green Dragons essentially represent druids.
Black Dragons are largely covered by aspects of shaman.
Bronze Dragons are a little harder to define, and while the life giving aspects of Red Dragons have been done through fire breath rather than simply Priest spells, by the time you've narrowed it down so much, there isn't a lot to build a distinct class from.
A dragon race that can be a mage or druid or shaman or whatever else matches the variety much better.
Considering that they're going around begging dragons for abilities, that's exactly what I would consider them.
Definitely not the "rule of cool" that governs many Blizzard design decisions.
Think about it; Would you rather serve under Wrathion, or be equal to Wrathion? It's a rather easy choice.

Dude, that's literally what the Dragonsworn in the TTRPG do. They serve the dragonflights and in exchange the flights give them dragon powers. If you make them angry, they take your powers away, because they own you. You're essentially a servant/slave of a dragon.
Again, what sounds better as a class? Being a servant of Wrathion and getting some hand-me-down abilities, or being like Wrathion and having his abilities?

You didn't answer my question; Would you rather serve a dragon, or be a dragon?
Extend that to the wider player base; Do you think players want to be a melee class that uses "dragon (fire)" abilities, or would they rather be a ranged caster class that can shift in and out of dragon form while in combat?
Even better; Imagine being able to customize how your dragon looks? Imagine being able to tame dragons as pets and familiars? Imagine a class that be any race in the game since it's just a disguise?
C'mon man, the choice is easy.
I think you could just do more with a Dragon class than a Dragon race. A Dragon class could be every race to shift into their humanoid form and they could have them transform into a dragon mid combat and do cool abilities etc. A dragon race would just be a drakonid or something with a bow or sword.
