Point is, these are just vague ideas, they could be both interesting or boring. You can bet that if it's Emerald Dream or Karesh it won't be what we imagine, it will be what we imagine in 1 zone + 3/4/5 more zones with new lore.
And I know people always shit on current content, but zones/instances are never weak point of WoW, usually reward system is.

Tbh, i feel like it would be both Light/Void and Dragon Isles expansion.
Outline of the story would be similar to Legion one:
Broken Isles - Dragon Isles
Suramar - "Dragon City"
Dalaran - Dalaran
Legion Invasion - Void/Light Invasion
We deal with Dragon Isles in 10.0 and 10.1
We deal with Void/Light Invasion in 10.2
We deal with whatever the continuation/conclusion of it in 10.3
Few pitch ideas: First raid is on Dragon Isles; one of the raids will definitely feature Shattrath City in AU Draenor; We will visit Kaaresh in one of the patches; probably Stormwind would be assaulted; Tinker Class and Undermine will be starting zone of 10.0 that would lead to Dragon Isles.
New Allied Race: Ethereals for both Alliance and Horde.
I believe it would be something along these lines.

The new zones are max level
So let’s say that we do get dragon isles and Empire of Dragons and each patch unlocks a new zone in the dragon isles leading to the final patch and zone being Wrathion claiming the throne
