Personally I expect there to be just one new class which will be like an FF Dragoon with 3 specs (tank/dps/healer).

I’d take this, even if it was entirely Red Dragon themed; I’m an Alex main in HotS so I’d be all about a healing spec like that

For those hoping for a world revamp, plus new zones, plus a new class, plus new races, plus more customization, plus housing... I predict... disappointment.

I think a combination of "we heard you" and "we totally don't have the manpower to do much else" will result in a fairly basic expansion without big overarching systems.
They might keep some form of Torghast, with very similar powers and mechanics, just with a different theme (maybe a return to Island Expeditions, in name only), but mostly or entirely for cosmetics.
Similarly, there may be cosmetic covenants with the flights, but sharing stuff like the mission table and any borrowed power they may have, if any.
Races seem more likely than a new class, if only because that skips having to deal with old content. Maybe Allied Races, which require less work and can be introduced in bulk. Class skins would be nice, and relatively low effort, but I don't think they see them as a popular enough feature at the moment.

As for story, probably something a bit more light-hearted, going for a "return to adventure" feeling (that's totally not parroting FF14), about joining forces, healing the world and all that. Xal'atath, Azshara, Galakrond, Chromatus... they all sound as decent single-tier villains for a rather unfocused expansion.

It's not like I have any insider knowledge, but I'd say a pandemic, several legal battles which resulted in layoffs and strikes, a very low morale and the possibility of Microsoft cleaning house in the near future, go against this idea of "Blizzard has to prove themselves, so it'll be the biggest expansion yet". I'm sure they've considered it, but they probably saw that pulling that off would require a lot more time than they can afford. So even if the next expansion arrives mid-2023, I don't expect anything groundbreaking, and if anything, they'll play it very safe.

Something interesting about that 4chan leak is that it mentions Helya being a main character trying to take over the Scourge.

We never did find what Sylvanas gave Helya for the pact, right? AFAIK this wasn’t even in the book. Maybe this will be something explained?

Also the Valajar dealing with the Scourge keeps them from reusing the DKs and lines up with the DKs moving back to ICC. It also connects with the Kirin Tor and Silver Hand with the titan stuff so we may finally find Tyr.

The plot beats all line up imo.
