I've said from the begining that if we ever get playable dragons as a class, the most probable flight we get is that, because you can justify having a wide array of diversity in powers (they are a mix of black, red, blue and nether dragons if I recall correctly) without the problem to explain how suddenly a (e.g.) blue dragon is using molten rock in their attacks.
I always found the Shadowlands awkward as an afterlife for that reason—it feels more like a second go rather than a real afterlife because you can just die a second time. It seems very strange how gung-ho the entirety of Azeroth is with the idea that some people can just abruptly cease to be as conscious entities. I especially find it awkward how – as you mentioned – Sylvanas' crimes are limited to functionally just killing people as opposed to the arguably vastly more evil activity of subsequently tossing their souls into super-hell to be disenchanted into non-sapient soul juice.
I figure that the destruction of consciousness warrants far more than the Night Elf genocide. It's far more evil in my mind and something which I think Sylvanas is far more accountable for. It also drives her actions from "possibly understandable in the face of a cosmic scale" to "arguably just as bad as the Jailer".
In general, I actually don't really see why Sylvanas is meant to come off as the lesser of two evils next to the Jailer—if anything, she's the one who decided to do this out of a nihilistic temper tantrum, which puts her on a pretty equal scale to the Jailer in terms of evil intent.
Class skins are actually harder to implement if they are supposed to be thorough about it. By thorough, I mean changing every single visual to reflect on the skin rather than the base class. Add that to the fact that they will have to release multiple skins, I'm pretty sure they consider a single new class to be less work overall.
Sure, having to balance the gameplay aspect is considerable work, but you need to consider that it will be a one-off. In the case of class skins, they will open a can of worms where every single class variant will be put on request for future class skin additions. Can imagine they already thought about this in advance.
The alternative to that would be to simply add class customizations, however, that may not satisfy the equivalent of a "new class". If they are aiming to make a strong case like Legion, they will have to add a new class on top of other exciting new features.
What if they bring new specs instead of a new class, would you guys be disappointed?

I think this isn't in-game anywhere. I'd totally imagine this in an Emerald dragon zone.
I honestly think that Black Dragons are the best lorewise, and I've given my reasons for that a few times before—I could see them carrying a ranged DPS, melee DPS and tank specialization easy. One spell I'd like them to have is Endless Hunger—a specialization themed around "Deception" would be pretty cool, and I think that's frankly a very good name for a specialization.

Tbh I think it's time to revamp the talent system again in some way. Doesn't have to be as major but there could be a talent every level or two for some minor perks. And yes another row would be great.
