I don’t think covenant races are happening. However the Tirisfal thing points to a preorder bonus, be it a Darkfallen AR or a dark ranger class skin.
I don’t think they have made many advances on the covenants races and as the expansion theme is unpopular they may choose to not go all in on the SL races.

No, we go back there in 9.2.5. The crack to the Maw is closed but the way to the Shadowlands is not closed and so far there is no lore saying it is.
They might close it because people are whining about it but Pelagos and the other Eternals have not sealed the way from Oribos to the capitals.
Please, please, please no. It makes no sense for any of the Shadowlands races to come with us to Azeroth... and even if it did, it would still be for the best if we just left all of that dreadful expansion behind and moved on. Let's not bring any weird blue smurf creatures with us when we go to the Dragon Isles. Nobody wants that.
That doesn't mean that's how it should be, and to be frank, Blizz's penchant for unnecessary retcons has contributed a great deal to the sour mood around the game right now. Especially for lore people. Anything can happen if Blizz wants it to, but that doesn't mean we should be okay with it, or that we shouldn't hold them and the game's story to a higher level than the barrel-bottom that it currently is.
It’s not a lore retcon/messup when its based on fanon. Necrolords and Kyrians (and as we find out Dreadlords) have left the Shadowlands all expansion on the regular and 9.2.5 has Blood Elves go to Bastion and Maldraxxus after the campaign.
Is it lore you don’t like? That’s another issue entirely and likely why Blizzard won’t do it. But to say it is a retcon or “incorrect” is false.
IDK it would feel really weird to have the SL covenants running around as player races. Like...most of them don't fit the 'feel' of azeroth. not enough to be a playable race.
I know that's subjective, but to me they just don't. This entire expansion has felt like an entirely different franchise, imo.
And that's saying a lot considering space goats. I'm usually able to justify almost anything as fitting within Warcraft.
But the SL visual style as a whole just... didn't click for me. there were bits and pieces in some of the zones, but even those were... a little off, somehow.
