I doubt Blizzard is every going to do that. The general trend is to make the UI more fugly as time goes on. Pretty much half the playerbase and more use fucking sterile space ship UIs with random icons strewn across their screen thanks to WA. Investing in an UI update seems folly to me, given most people seemingly try to get as far away from it as possible (even though I prefer it as well).

Uuuh, no you can't? Outside of AzeriteUI (which has some severe functionality issues still, after years in development) no other addon gives you a WoW themed UI that fits a fantasy world, much less one that actually looks good. Diablo UI and GW2 don't count here obviously. They are not Warcraft/Fantasy-themed and they are definetely not what the user you're quoting is describing. Please, do enlighten me if I missed some really good new UI addon. I beg you.
Care to elaborate why? T&E are probably the best WoW content creators. Now, Preach does some amazing analysis of WoW, but he does nothing else. He doesn't do story, he doesn't do creative design (not sure how else to categorize coming up with Class Skin ideas, new Classes, new game features, etc). Asmon also has some interesting discussions but he doesn't even dive deep. Bellular is the fastest uploader and has the biggest variety of content (gameplay, balance, story, fantasy, features, models, guides, etc) but doesn't dive as deep as Taliesin and isn't very creative with his suggestions/ideas, whereas Taliesin puts a lot of imagination and effort there. EVEN if you dislike his ideas, the effort he puts in them is objectively amazing. The story analysis he does is amazing. Even if far fetched at times, he makes sure to remind us it's his headcannon. He doesn't enforce anything. Really, you picked the one guy who isn't doing anything wrong?

To add to this, people often use info they found online about custom servers with a classless approach/new classes, and say how these hobbyist are doing much more than blizzar. But they ever actually tried something like that out they would find the following:
1. The classes are mostly just reusing everything blizzard provided in the game
2. New or reused stuff is buggy in every way
3. Almost no balance went into it, just added it to make cool
4. Almost no polish or such, also often enough doesn't regard the position of that class in the world
So would you like to play a class that is buggy, made of reused assets mostly, unbalanced and didn't have any additional mentions in the world when it got added? (All 3 races so far with their addition had story from there onwards regarding the class and the world)

You are comparing sulky patch announcements of which one was during prime time covid and the other after the harassment lawsuit.
The expansion reveal, for one, is not a follow up to such events and they had more than enough time to organize a proper expansion deep dive.
After the whole fiasco that the last 2 years have been, i doubt Blizzard can afford to dumb down their biggest money making announcement to a mere 10 minute video where half of it is about 'Lava that we have never seen before'.
They either do a regular expansion reveal or they might as well just pack up and go home.

For Blizzconline they had to compromise due to circumstances, and I personally quite enjoyed what they pulled off.
If you were to compare the 9.1 Blizzconline to other non-blizzcon patch announcement it is far greater than those. Comparing the online version to the in person version of the announcements isn't really fair.

On top of this, the green fire quests heavily implied Illidan was coming back and were directly related to Illidan and the Black Temple. Not saying scaleface was or was not in the know, but we all knew Illidan was on his way back into the story soon and anyone guessing demon hunters was also guessing Illidan (and vice versa).

As cool as it sounds to plant the tree over the sword wound, that is just asking for the Grizzly Hills fiasco all over again. The roots WOULD reach C'thun and his body WOULD corrupt it worse than Teldrassil. Grizzly Hills isn't even directly above Yogg's prison and that world tree still got so messed up that they had to cut it down and it was still making the furbolgs crazy during Wrath. Gorribal is way closer to C'thun so instant disaster.
(And if you think being dead is gonna stop that from being a problem, ask the Pandaren how having a dead Old God's single organ affected their home.
