I'm thinking something along these lines as well, but shouldn't it be Nekros Skullcrusher if that was the case? Zuluhed didn't really interact with Alexstrasza in this manner; Nekros was the one who enslaved Alexstrasza and was charged with making sure she doesn't escape and such.

It felt already well explored for many expansion and I don't feel i'm that excited compared to 10 years ago if they proposed the same thing
Depends on how canon Knaak's stuff is these days. The implication of the original material was that Zuluhed spearheaded all the draconic shenanigans of the Old Horde. Could be Nekros, though, depending on what they draw inspiration from, though.
Honestly, I'm still sour that not all the Warlords of Draenor were featured in "Warlords of Draenor" and would be glad if Zuluhed got a little spotlight.

The image to me look more like an ogre, especially the ones we see in reforged, orcs and Rexxar have wider shoulders than the hips/belly, this one ahve a larger belly/hips
He is also seems to be wearing loincloth, which is more ogre than orc
The structure where he is standing seems like Oribos to me
Also, we're assuming she's being held because she (possibly) has stuff on her head. She could just be flying behind the dude, and who knows if that stuff on her is part of her attire, or random shadows.
