The chest piece looks a lot like ravencrest's armor with the sleeves cut off, with one of the wotlk shirts underneath.
Bottom looks like the night fae cosmetic set.

This is 100% from a private server.

Not mention the feet and hand claws look like they were taken from worgen.

It's indicative of a philosophy change, but it may just be a facade. It would make sense for it to just be a superficial change to provide the illusion thereof on a larger scale.
