Their choice with Monks and the unlocking of DKs make it clear that won't happen. DH are elf-specific because their lore is entirely built around being Night Elves and the group of Kael's forces who went into training under Illidan in Outland (Yes, yes, there's demon hunter 'like' other groups, and groups that could have learned).
It's unlikely some essentially brand new class would be given racial restrictions. They want lots of people to be able to play it.

Something that just struck me. Dragonflight seems to be a spiritual successor to MoP. New continent we don't know much about, new neutral race, new class tied to that race and continent. It would be fitting if the new class is Evoker. There are Scarlet Evokers in the Scarlet dungeons, just like there were Scarlet Monks in the Scarlet dungeons in classic. Mop revamped the Scarlet dungeons, so if DF is a spiritual successor to MoP, then it makes sense to have revamped scarlet dungeons again.
I looked at the leaked logo and noticed something interesting...
The font used for the word "World" isn't the same as the one from all of the precedent logos. So I checked the new "flat" logo which appeared with SL (you can see it on the warcraft youtube thumbnails) and it is this one. If it was a fake leak made by a fan, it should have the old font because it's easier to work with the existing logo. Plus, it would look "normal" and not "special".
