Well yes, but this is very much not the dragons we are used to.
What we have now are proper full size dragons that use a smaller humanoid form to interract with smaller beings.
This is very much not that, so I don't really get why they wouldn't just stay in this form all the time.

It's not really about size. Chromie and Wrathion both spent a large amount of time as whelps turning into mortals--i.e. literally getting bigger to interact with mortals. It's just a matter of interacting with mortals in the visage of a mortal, rather than in the form of a dragon. Something something it makes them more comfortable.

Evoker with a dragon form as metamorphosis and then we get an actual dragon race able to transform into at least all the core races...

It was what i was thinking as well, it would be on brand with blizzard re-using the demon hunter idea, it would explain why it shows the dragoon using a fire/red skill

blizzard has no existing WoW concepts for tinkers or dragon based classes
