I think this is primarily due to the way the world will be built.
Maybe its just me, but I am kinda expecting something like Elden Ring with its jump pads mixxed with GW2.
Just because its only in Dragonflight areas, it doesnt mean it wont get taken to the next level with 11.0.

Not sure why you'd limit the other classes to only humanoid form. The dragon setup itself could be an awesome Warrior/Mage/Priest, etc. I'd more or less just extend Dracthyr to a few more classes and add in the option to have other base humanoid forms for the class aside from the two we have. They don't need the dragon-specific customizations for all of those forms, but that would feel more accurate to characters like Ebonhorn.
Only the new zones are designed with that kind of flying. The old zones would still probably be able to have that kind of flying, it just wouldnt really work as a mechanic unless you are in one of the few ones with actual verticality.
Some zones obviously couldnt really have it though. WotLK and MoP are two of the zones where you require the old kind of noclip flying to be able to reach ledges.
