Even though the system *functions* the same way, my reaction to Personal Loot giving someone an item and they say they need it for transmog will be a whole lot different than someone pressing need on it and "taking" it from me for the same reason.
No difference on a technical level, player reactions will be night and day.
Dude it took months for players to realize flex in MoP was winged...I don't expect much from the group
I think the weapon problem won't be as bad as we are assuming though

The situation where that works would require it to be an upgrade in terms of ilvl for both of you with the new system
If they have something higher or equal it prioritizes the roll of the person with lower gear

Because currently it's not clear that you need item when you get it, you can get it randomly, that's why people ask. Especially since people do LFR or even higher difficulty for different things than gear, so they often indeed don't need gear.
Now you will hit button NEED before you get item, which imply that, yes, you need that. Sure, you still can get angry whisper from some shithead, but that person will know he will achieve nothing.
Yeah, you're probably right, only 'problematic' weapons are warglaives, agi ranged and agi daggers anyway.

You alr have 2 set, give it to someone else!" Guaranteed people wont even pay attention to whether item was won in Need roll.

Nah from what I read it would only cancel them out if they had the EXACT same item? Because in that scenario I could be denied an actual upgrade if I had a ring with 5 more ilvl but horrible stats for my spec etc.
So anyone can need for anything if it's their main spec and they don't have the same item I think?
Group loot will still have loot lock for the week I'm assuming
Also there will be degenerates that will go in for the miniboss kills to scoop up Boe items

But they never will get anything from whispers, now they often do, so it's worth a shot.
Btw, do you often get "dude plsplspls gimme that instead he doesn't need it" from person #1 when you put some item on roll and person #2 win? No, 99% people just move on, it's not 2012 now there are multiple sources of loot and raid is far from most effictient. But sure, whatever you say. Let's review it in few months.
