Sure borrowed power is anything that the game doesnt guarantee you will get to keep in some sense, and in that regard then Tier Sets became borrowed power as soon as Blizzard made it legacy content whose effects no longer function.

Which would in fact make Azerite an example of power that is not borrowed, since you still have the full effect of it, just not everywhere.

Some tier sets in Legion were good enough that it was a generally accepted that someone aiming for BiS gear during 7.2 should take the time to go back to Nighthold to farm the old tier set. The same was true during WoD with at least some Blackrock Foundry sets.
Tier sets were not removed because the devs were clueless and hated their customers, it was removed because it promoted a style of gameplay they didn't want. And that isn't even getting into how tier sets are literally designed to take up 4 of your most impactful armor slots with gear that is usually only an upgrade if it is a better version of the same item.
It's the issue you often see with overturned trinkets, except in this case it takes 4 gear slots and requires 4 times the grind.

yeah, and thats the thing with Blizzard. They always have something bigger planned. It feels like story/lore within the game rarely gets really concluded, its always something bigger in store. Drop heroes/villains for something better down the road and leave us with cliffhangers everywhere.
Except for the fact there's been quite a few characters that have had their end. Varian is pretty much done, Vol'Jin as well. Also Zovaal's build up is this expansion and anything related to the Scourge, thats the build up.
