Yeah, high doubts of Galakrond happening. Arthas not showing up in 9.2 is low tho.
The 12 sigils are the 12 numbers on a clock. The symbol on the bottom left is Oribos, which means eternity or infinite. Time for time stuff.
The whole galakrond thing is just a byproduct of the northrend speculation, which is probably about as baseless as the primordial dragon itself.

Galakrond happening outside that is a massive stretch, but if he actually goes back to Northrend, then why not ressurrect the giant dragon with necromantic abilities? Not like there is ever going to be a better chance for payoff than that.
