Where do you learn this spell?
According to many sources - you can just get it from your regular mage trainer, but alas - I have been to 5 of them and no luck.

Is it only from Zanzo again these days?

Like I mean *literally* all of them. Every interactable NPC in Stormwind's portal hall, all three Ironforge trainers, all three Exodar trainers.

It's not. I can't speak to horde trainers because I don't have a mage that side, but it should be on every trainer. Try a different city?

Even Night Fae got a similar utility added for Flicker.

Thanks for trying to help! I tried several of them. None of them have the option to ask for this spell, nor is it in "unavailable".

Don't you need the tome first though?

Nvm thats for something else. But I found this:

"The mage trainer in Orgrimmar doesn't have the dialogue option to learn this anymore, had to go to Razor Hill and talk to the mage trainer there."
