No conspiracy it was removed because it rewards a piece of normal raid gear and it would be to easy to get that gear this early in a new expac.

All weekly events are being put off for the first two weeks of the expansion. It not showing up at all in the calendar is probably a bug.

So people can focus in Shadowlands, most likely. Once people inevitably get bored with the expansion, TWs might be a decent reason to resub.
