I have a 171 Icy Propulsion and a 184 Ice Bite, would you still stick with Icy Propulsion?

well, ice propulsion is by far the best conduit for frost mages.
even 171 i think is better than ice bite

IP is best by a mile, for almost all ilvl differences. I think it covers all ilvl differences that are currently available, at least.

I've been testing both and IP is better imo. I also have 171 IP and 184 IB.

For single target/raids/torghast, I would go IP all day.
I would only go IB, if you had Glacial Fragments legendary and even then it would be just for dungeons.
