You make a good point. The rural counties were fighting hardest against allowing marijuana to be grown. They opted to try and regulate it to death. But, because they are rural counties, enforcing those bans is extraordinarily difficult. And yes, it's just about getting more funding. The same goes for big-box stores who want to build, Indian Casinos, and even car dealerships.
