That will most likely be a problem, because
and the odds of any one person creating accounts in two different countries are very slim. Sure, you could have moved, but then you would have updated your account info.To transfer a character to another Blizzard account, both accounts must be registered under the same account holder name. It is not possible to transfer a character to another person.
Can not transfer anything to another region nor can you transfer something to an account that has a different name on it.
Nowadays it's better. Still not great, probably something close to 200ms.
Back in the day I was having at least 300 without tunneling services. At 300 playing a melee in pvp was almost impossible as even standing on top of a player I'd get "out of range" when trying to hit. Ranged dps worked fine though.

My account is swedish, and my girlfriends account is russia. After she created this a few years ago, she have then moved to sweden and live with me.
My account is on my own real name, but her account name is fake (Baron Rivendare). Im aware that she can np change that account name to mine, just by providing my ID. Blizzard allready agreed to that in our ticket.
We want her character on the same bnet as mine, as i have alot of mounts and transmog she really dig.
If you have a fake name and open a ticket, they will ask for an ID and transfer the name to that ID.
Then you can transfer it easily if the last name matches, regardless of country selected.
Only the last name must match (and eu/us/cn..etc)
Keep in mind some mounts and stuff are linked to the battle net and will not transfer to the other account. They changed this long back.
Some mounts transfer, and some will stay on the battle net. I once transferred a character to another account and it had 0 mounts with it.
