you have some imaginary way in your head of how they nerf things for PvP, which is understandable since it's the only sensible way any reasonable person goes about it.
but not bliz. they don't think through a way something ought to work in harmony with both pvp and pve, instead they make everything with pve in mind and completely disregarding pvp, and then later have to retroactively hotfix them ONLY IN PVP to do something else so balance isn't fucked up. these changes are always in patch notes, even if they were to be added during beta or PTR. but you know, this never happens. these pvp-only nerfs are always after patches are live.
