Some ideas:
Make impending victory baseline.
Make revenge/devastate rage builders with some sort of proc interaction.
Increase the rage cap to allow for more pooling.
Current Shield Block to become a channelled ability that generates rapid rage regeneration when getting beaten on - but cant attack while its up - to setup for a counter attack phase of rapid shield slams back to back.
Shield slam to become a rage spender dps ability - with a short stacking buff that increases the damage of subsequent slams for a couple of seconds, to add a dps dumping ability.
Ignore pain to remain largely as is.
So basically:-
Use devastate/revenge to help build rage
Dump rage into Ignore pain (defensive) or Shield Slam (offensive)
Shield Block as a powerful proactive defensive ability that also generates a lot of rage to use afterwards.
Make some talents baseline to improve QOL.
