WA cooldown bar not working properly

I'm trying to get a simple Kill Command cooldown bar to work properly. Upon using kill command the cooldown bar works properly, but I cant get the bar to show the same solid color when not in cooldown. All I can get it to do is show a blank grey bar when not on cooldown.

Have tried another trigger, some conditions, a second aura, but nothing works.

At the bottom of the trigger there is an option to "always show".

You can use the conditions tab to change the bar color when not on cooldown.
