Is Scouring Tithe a projectile?

It doesn't appear to be from its tooltip, but for some reason I feel like it was a projectile when I played through the campaign. Can anyone confirm?

If thats the venthyr one it shoots a big red bolt projectile that hits its target then slathers everything near it with a curse depending if they are more melee or more caster.

It's the Kyrian ability.

It shouldn't be a projectile from what I recall, but it's been a bit since I was Kyrian on my lock. I remember it being instant though.

Instant damage + DoT with a cast time. It feels like improved Immolate.

I don't believe its a projectile but if I remember right, with 9.0.5 they gave it a facing requirement for.... reasons.
