Question about demon hunter

Are there still restrictions on making demon hunters and if so, what are they? If I have a horde demon hunter on my main realm, can I make an alliance one there as well? If not, can I roll an alliance DH on another server with no other characters there, or would have to level a toon to max before DH unlocks on the new server?

I’d like to play with a coworker who is alliance and don’t want to slog through the grind or server transfer. Figured a DH would be the quickest/most economic path forward, if I can do it.

Can make multiple DH's per server but they start at much lower level now as do DKs.
