    Theory: Reliquary of Souls and Shadowlands?

    The Reliquary of Souls (TBC), the Devourer of Souls (WotLK), Gorefiend (WoD), and Desolate Host (Legion) are engines created to gather souls and use them. There is little evidence, but I believe these engines were created by the Dreadlords instead of the Legion.

    In the novel Illidan, Illidan used souls to open dark portals. In-game, the warlocks of the Black Harvest discuss that those souls were used to pay the demons in Illidan's army. These warlocks also speculate then maybe this is the source of energy the Illidan promised to the Blood Elfs.
    Maybe the reliquary was a place to store souls. A similar thing called the devourer of souls in WotLK helped the Lick King manage "the fragmented souls." Then, we have the desolate host in the Tomb of Sargeras, an engine twisted over time. Additional evidence is the both the Reliquary and Host are called the engine of souls (in the Illidan Novel and Game Journal, respectively). The raid journal of the Tomb of Sargeras says the Desolate Host is a Legion device to gather souls. Probably, Magtheridon also had this device in the Black Temple, and Illidan only found it.

    I think the difference between fel energy and soul power is the latter uses raw soul power and consumes the memories (anima?). Excess consumption can turn the recipient into a monstrosity, like Gorefiend in WoW (I consider that Gorefiend started becoming an engine of souls).
    Considering these soul devices were present in all expansions (Reliquary, Devourer, Gorefiend, and Host), maybe this technology belongs to the Jailer and the Dreadlords. They would explain why also the Lich King had a similar device in Northend. Probably, a similar concept was employed on Argus to harvest its souls and maintain the Legion Armies.

    In the Shadowlands, the memories and experiences of the souls are harvested to maintain this realm. What if the Jailer's sin was to instead consume the whole souls? What if the biggest prize is to consume the soul of a Titan, like Azeroth?

    There's actually one of those in the Maw, where the big Stygia golems are.

    There are now more of them in the now-unlocked north-eastern part of the Maw. Near where Helya is in the third chapter of the 9.1 storyline.
