You can literally get a new phone for no money down. I got my Pixel 5 last year when it came out, literally a couple weeks after launch, and I paid like $50 for it up front. If I'd gone with a Pixel 4 instead, I could've paid nothing.

This "they can't be poor; they have cell phones" garbage is no different than the old "they can't be poor; they have refrigerators" or "they can't be poor; they have a television" of bygone eras, well after those devices had become so cheap and so necessary that they weren't considered a special purchase that required significant investment out of pocket.

And Smart Phones are just too useful too not have as with just one bill you have a phone and internet access which gives both entertainment and is becoming more and more necessary as so many things are moving to being online.
